It means that in some cameras ISO value does not affect the quality of a resulting image. For instance, if you capture a RAW file with a ISO 3200 (High) and another one with the same settings at ISO 100 (Low), you would be able to pull out as many details from ISO 100 in post as you are able to see on ISO 3200.
This does not apply, if you are shooting JPEG.
