Expanding a bit:
The problem is fundamentally about finding 2 unknowns: x and y. To do that, you need 2 equations....
The first equation is based on the statement: "all points with distance of 13 from a stated point"---this is the definition of a circle.
The second equation is simply x=3. Mark M's answer shows 3 substituted into the standard equation of a circle.
To stay out of trouble with things like this, draw a picture. (I'm sure my students get tired of hearing me say this........
