perpendicular to y=-1/2x-3
The slope of the line perpendicular to the above will be the inverse and opposite sign of the above slope. So, slope (m) = 2
y = 2x + b
-4,7
Substitute:
7 = (2)(-4) + b
7 = -8 + b
b = 15
y = 2x + 15
