Hi Mason,
To determine if a function, f(x), is even you want to see if f(x)=f(-x) if it is then it's even. Knowing the definition is key.
So our function is f(x)=x2+3 so to evaluate f(x) at x=-x we sub -x for x which is f(-x)=(-x)2+3 which is equal to x2+3 ( because (-x2)=(-x)*(-x)=x2) so f(x) is an even function.
