I think it is both.

There is skill involved in getting the basics right - that is framing an image, making sure your exposure is correct and you don't have camera shake.

But the final picture can be art - a glorious sunrise or sunset, slow-motion blurred people, a well-lit portrait.

Photos can also be fine art when you take an idea and push it as far as you can in your camera.

Photography is considered to be like painting, sculpting or any other skill and technique used by an artist to create artwork. You may want to research Fine Art Photography or Experimental Photography using either film, digital or vintage chemical photographic processes.

Photography is recognized in museums and galleries worldwide as artwork.
