Height of buildings are regulated by zoning codes. Those are local laws that take in consideration many aspects of the urban environment: historic preservation aspects, sunlight issues, population density and many other considerations. Those local laws exist for the good of people, their culture and history, health issues and a better harmony between built and natural environment.
Why does Europe have so few skyscrapers compared to East Asia?
The European Union has virtually no skyscrapers except the newly built 'The Shard' in London. There are also a series of newly-built state-funded skyscrapers in Moscow.
On the other hand if you look at Hong-Kong, Shanghai, Singapore, Taipei, and Tokyo you will see the whole skyline full of skyscrapers. Why is it so?
