To find the cube root of a number, you found out what number cubed (raised to the 3rd power) equals it.
So this questions is asking: what number 3 = -64?
You might recognize that 43 = 64. That gets us close, but it's not quite right, because we want our number cubed to get us -64.
Therefore, we know the answer has to be -4, since (-4)*(-4) = 16, and 16*(-4) = -64.
