For the first question you are looking for the absolute Difference in Percentages.

So just tell what the Difference between the Percentage rates Is.

 

For the second you are looking for the relative difference.

In other words, by what Percent did the Percent Increase.

 

If you had 39 dollars to start and ended with 62 dollars

- how would you find the absolute difference in the amount of money you had?

- how would you find the percent increase between the two?

You do this the same way.
