y = -5/4 + 7 has a slope of -5/4. The line parallel to it also has a slope of -5/4. Using the point-slope form of a line which is (y - y1) = m(x - x1) we can plug in the point (-4, 1) as (x1, y1) so the point-slope form becomes:
(y - 1) = -5/4(x + 4)
If you want to turn that into the slope-intercept form (y = mx + b), multiply it out and combine like terms to get:
y = -5/4x -4
