What is the correct grammar for sentence:

“I am Aeri, Fairy of the Air and Guardian to all Bugs who Fly,” answered the fairy.

This fairy declaration of her title, which should be capitalized?

Should the word 'that' replace 'who'? As in.... Guardian to all Bugs that Fly?

Generally, "who" is used with people and "that" is used with things. However, my argument would be that the fairy considers the bugs to be "her people" and thus would use who.
