This problem is worded poorly. It should say: "The maximum weight an elevator can lift is 2,200 pounds. write an inequality for this situation if w is the weight in the elevator."
In that case, w (the weight in the elevator) must be less than or equal to 2,200 pounds if 2,200 pounds is the maximum weight.
So w < 2,200
The way the problem is worded as it is says that w is the maximum weight the elevator can hold. That means w = 2,200. But I don't think that's what they mean.
