Only if x is positive. If x is negative, then x3 is also negative. Examples:
23 = 2·2·2 = 8
(-2)3 = (-2)·(-2)·(-2) = -8
As a general rule, odd exponents will yield positive answers when x > 0 and negative answers when x < 0. Even exponents yield positive answers whether x > 0 or x < 0.
