I'm unsure if you've learned the power rule or not yet. If you have, use the power rule. First you can add 4t and 8t to get 12t. So f(t) = 12t + 3. Then f'(t) = 12. So f'(a) = 12 as well.
If you haven't learned the power rule, use the limit of the difference quotient to get the same answer.
