I am going to assume you mean 2x - 3/(x-4) = 2/3
First multiply by (x-4) to get: 2x(x-4) - 3 = (2/3)(x-4)
Now multiply by 3
6x(x-4) - 9 = 2(x-4)
6x2 - 24x - 9 = 2x -8
6x2 - 26x - 1 =0
This is solved by quadratic formula to x = (26±10√7)/12...but I am not sure whether you know the quadratic formula yet. If not, I have to ask whether you submitted the question correctly.
