First multiply both sides of the equation by the reciprocal of -2/3 which is -3/2 to remove the negative fraction from in front of the x, so you have,
(-3/2)(-2/3)x > 8(-3/2)
When multiplying or dividing both sides of the equation by a negative number, the inequality sign flips.
We now have
(-3/2)(-2/3)x < 8(-3/2)
or
x < -24/2
The answer is
x < -12
