Greetings! Lets solve this shall we ?
So, let the perimeter yield P = 2l + 2w, where w = x and l = 3x + 11 and P = 38 such that
2(3x+11) + 2x = 38 ..............Now we solve for x to obtain the length of the rectangle, first distributing 2 such that
6x + 22 + 2x = 38............Add like terms such that
8x + 22 = 38...............Now subtract 22 such that
8x = 16............Divide 8 such that
width = x = 2
Now the length must be l = 3(2) + 11 = 17 feet
I hope this helped!
