Just straight forward algebraic re-arrangement.

18000-1200x > 4700

subtract 18000 from bothsides:  

 18000 - 18000 - 1200x > 4700 -18000

  - 1200x >  -13300

multiply both sides by -1 (remember to reverse the > sign!! because of the -1 factor)

  1200x < 13300

divide by 1200

 x < 11.08 

car will be worth over $4700 for just over 11 years

(assumption: depreciation is $1200 per year)
