What is the restriction on the rule that says, when two numbers are multiplied within a square root, you can split it into a multiplication of two square roots?

My question is fairly straight forward. What is the restriction on the rule that says, when two numbers are multiplied within a square root, you can split it into a multiplication of two square roots?
