Word problem in math

Question

A school admin used the inequality s<28 (I can't put the equal sign under the <) to determine the number of students to assign to each class. If the administrator also want each class to have more than 16 students what are the possible numbers of the students in each class. I think the answer is s<44.

The way you have this written, the smallest class would be 17 (since it has to be more than 16) and the largest would be 28 (since you can have less than or equal to 28). All the possible options would be the set {17, 18, 19, 20, 21, 22,23,24,25,26,27,28}

But does the problem give you a total number of students to distribute?
