y-3=-1/5(x +2); (-2, 7)
y = -(1/5)x - 2/5 + 3
y = -(1/5)x + 13/5
A perpendicular line will have a slope opposite in sign and inverse: 5
y = 5x + b
7 = 5(-2) + b
b = 17
y = 5x + 17
