decimal places have place value just like regular numbers:

1. first decimal place = 10^-1 = 1/10
2. second decimal place = 10^-2 = 1/100

4. fourth decimal place = 10^-4 = 1/10,000

So 0.0035 = 0/10 + 0/100 + 3/1000 + 5/10,000 = 35/10,000 = 7/2000 (when simplified)
