Put the equation in point-slope form, y=mx+b, where m is the slope. Then, use algebra to get y by itself as shown below:
Start: -48=2x-8y
subtract 2x from both sides
-8y=-2x-48
divide by -8 on both sides
y=1/4x+6
y=mx+b
m=1/4
the slope is 1/4.
