M = (5-1)/(0 - -1.5) = 4 / 1.5 = 4/1 divided by 3/2 = 4/1 * 2/3 = 8/3
(0,5) is the y-intercept B = 5
y = (8/3)x + 5

Given 2 points on a line, the easiest equation to use is the point-slope formula: y-y1=m(x-x1), where m is the slope and (x1, y1) is one of the points known. Slope is calculated by (change in y)/(change in x), so in this case it would be -4/-1.5 or 8/3. If we take (0,5) as the point, that makes the equation y-5=8x/3 or, to convert to standard format: y-5=8x/3 -> 3y-15=8x -> 8x-3y=-15
