Let's start by putting this in point slope form, y - y1 = m (x - x1) and then we can convert this to standard form, Ax + By = C by isolating the variables and their coefficients on one side of the equation:
y - y1 = m (x - x1)
y - 0 = 4/3 (x - 3)
y = 4/3x - 4
-4/3x + y = -4
