First find the slope = rise/run = y2 - y1/x2 - x1
m = (-6 - 0)/(0 - 9) = -6/-9 = 2/3
Now we can substitute in the slope and either point to find b = y-intercept and write the equation:
y = mx + b
0 = 2/3(9) + b
0 = 6 + b
-6 = b
The equation is y = 2/3x -6.
