When yo want to find a percent change ( increase or decrease) you want to find the percent change.
Percent change = [(New-Old)]/Old] x 100% .
So for your example your new percent change is 56 and your old percent is 70.
If you see the values, I see a change from 70 (old) to 56 ( new ) as a decrease . Therefore using the Percent change formula : [(56-70)]/76]*100% = (-14/70)x 100% = -0.2 x 100% = - 20% .
Therefore you have a 20% decrease .
