is

    38*2 + 38*30        32*8 + 32*30

We just put in the "0" instead of "moving left one place.

 

Depending on the numbers, you might consider 32=30+2 or 38 = 40-2 or ...

 

So,32*38 = (32)*(40-2) = 1280 - 64 = 1216               [That seems to me to be quick.]
