All you need to do is divide 2.35 by 12.  This can be done with a calculator.  If you do not have a calculator, here is an easy way to think about it...

 

You know that if each hot dog bun cost $0.20, the total cost would be $2.40 (12 buns X 20cents).  If each bun cost $0.19, total cost would be $2.28.  Your total cost is closer to $2.35 when you use a cost of $0.20 per bun.  Therefore, the answer is $0.20 (or 20 cents) per hot dog bun.
