It appears that something might be missing from this question.  For example, the rectangle could be 20 by 19, or it could be 25 by 14, etc...

 

This one: what is the perimeter in terms of x? In other words,find the perimeter.

P = 2l + 2w

 

P = 2(2x) + 2(x + 3)

 

P = 4x + 2x + 6

 

P = 6x + 6

L = 2x

W = (x + 3)

Perimeter = 2(L + W) =78

Divide by 2: L + W = 39

Substitute: 2x + x + 3 = 39

Collect terms and subtract 3 fro each side

3x = 36

Divide by 3: x = 12

Then L = 2x = 24

and W = x + 3 = 15
