Event A: drawing a straight (four consecutive cards e.g. 5, 6, 7, 8), or

Event A has probability (4/52)(4/51)(4/50)(4/49) without replacement and

Event B has probability 4!/(52*51*50*49) which is less than P(A).

 

With replacement the probability of Event A is the same as Event B, namely (4/52)⁴.
