Can percentages decrease by more than 100 percent?

Can percentages decrease by more than 100 percent? If the original value is .2 and the new value is .00008, what is the percentage of the decrease?

Mark already answered the numerical part of your question, but I would like to answer the more abstract part. If you have a pie, can you eat more than 100% of it? No, because it would become a negative pie, a sad thought indeed. However, you can increase by more than 100%, such as baking two more pies so you have a 200% increase in the number of pies.
