The question is incomplete. You are missing the height from which the second packet is being dropped. Assuming the height from which the second packet is dropped is 961 ft, then the answer will be D. The -16 in each formula represents the acceleration due to gravity on earth, which is 16 ft/s2 and it is negative because gravity goes toward the surface of the planet causing the altitude of a falling object to decrease. The options with 41 and 31 must be wrong because the height mentioned was never any of those numbers.
