Updated answer 4/13/18:

OK the slope of the parallel line is the same, M=2
It passes through (1,10), so x=1 , y =10, M=3
So 10 = 2(1) + B
10 = 2 + B
B = 8
y = 2x +8

Without any particular starting anchor point,

 

the master line that is parallel is y = 2x

 

 

For some fixed number constant k.

Any line with equation y = 2x + k shall be parallel 

because they have the same slope M=2
