One is an absolute value while the other is a percentage of the sale.
In a mathematical view, it'd look like:
price - $25
verses
price * (1 - .25) ⇒ price * .75
Contrast:
$50 - $25 = $25
$50 * . 75 = $37.5
So in this case, the $25 off would be the better deal
$200 - $25 = $175
$200 * .75 = $150
So in this case, the 25% off would be the better deal.
Before you ask, the equal point would be the $100 mark. You can test that out for yourself.
