This question is simply asking that you take information given in each condition b, c, d, e, f (looks like you're missing "a", (was that on purpose?) and write it as
y = k·xr, where k is your constant and r is your exponents.
(b) k = -7, r = ½ ⇒ y = -7·x½
(c) k = 4, r = -½ ⇒ y = 4·x-½
(d) k = 5, r = -3 ⇒ y = 5·x-3
(e) k = ¾, r = 2 ⇒ y = ¾·x²
(f) k =3, r = 1 ⇒ y = (3·x¹)2
In (c) and (d) I used the property of exponents that 1/xr = x-r
