When we round to the nearest tenth ... or one decimal place ... we look
at the hundredth's unit ... 2nd decimal place. If the second unit behind
decimal is 0 to 4, we drop all behind the 1st decimal and leave the
tenths unit the same. If the 2nd decimal unit is 5 to 9 we round the
tenths unit up by 1 and then drop all after it.
The range is: 14.30 to 14.34 seconds
If we had reached 14.35 to 14.39 the time would have been rounded to 14.4 seconds
