Writing without fractional indicies?

Question

so i was fine with q's like y 1/3, y 2/3

 

but then it got confusing because i don't know the full formula and how to apply it properly eg. this was tricky.

 

(x+7) -2/5

If the EXPONENT is intended to be negative two fifths, then this can be written as the reciprocal of x+7)^2/5

which is the reciprocal of the fifth root of (x+7)²,

i.e. 1 / [(x+7)^2/5]
