Any numbers after the decimal point is a fraction of the number 1.  So the more numbers you have after the decimal the smaller the fraction, and more precise that fraction will be.

 

For example, if I ask you for 1.4 feet of rope or 1.4253 feet of rope we know the 1.4253 will be more accurate because it gives me a smaller and therefor more accurate fraction.

It depends on the use of the measurement, if it for selling a piece of cord nobody will sell you 1.4253 feet so the most approximate will be 1.5 feet. If it is to calculate the position of a person in the world, maybe you can use 1.43 feet as long as you have the instrument to measure as exact as that, and if it is to calculate the position of a star it needs to be as exact possible because the distance makes that any small angle will generate a big chord.
