First of all, recall the general form of a line in the x,y plane;
y=Mx+B
where M is the slope, and B is the y-intercept.
It appears that they have given the slope as m=2 (or I guess I'm using a capital m) M=2. Thus the line in question can now be written:
y=2x+B
Now we have the additional information, that this line passes through the point (-9,4). This means that when x=-9, the value of the line is y=4. So we can write:
4=2(-9)+B
Now solve for B!
4=-18+B
B=22
We now know the value of M and B, so the line can be written
y=2x+22
