Yes, it is. With a stacked sum, the equal sign is just the horizontal line at the bottom. The stuff on top is equal to the sum at the bottom, so it's still an equation.

What defines an equation as opposed to something else, is that it's a statement of equality. (This makes it different than an "inequality" like x < 9, or a "expression", which is just a bunch of symbols like 3x+2.) Anytime you have one thing equal to another it is considered an equation for example

x=1

2+3=5

a+b=c
