Assuming you mean they can remove 5/9 tons per hour:

 

(5 1/6 tons)/(5/9 tons/hour)

 

(5 1/6)/(5/9)

 

= (31/6)/(5/9)

 

= (31/6)(9/5) = 93/10 = 9 3/10 hours 

 

3/10 of an hour in minutes: (3/10 hours)(60 mins/hour) = 18 minutes
