where m = slope, b = y-intercept
2x + y = 5
y = -2x + 5
The slope is -2
Parallel lines have the same slope so you need
the equation of a line through (-3, 1) with slope -2:
y = -2x + b
Use the given point as (x, y) to find b:
1 = (-2)(-3) + b
1 = 6 + b
-5 = b
Your equation for the parallel line is
y = -2x - 5
