USE THE TECHNIQUE OF CLEARING FRACTIONS.

Multiply the first equation (all terms) by 6; all denominators will disappear, and you have 3x - 2y = -18.

 

Similarly, multiply all of the second equation by 3; you now have two equations with integers and x & y only and you will now be able to use other methods to solve this system.
