Applying the Laws of Exponents (or properties, if you prefer), this is 96; but since 9 = 32 you may also write this number as (32)6 so it's 312 and my calculator says it's 531,441.
The rule used here is "power of a power," where exponents multiply up there in exponent-land.
As for "trying to create a real world problem using power rule," leave that to Trump!
