Eddie, I suggest that you try out each of the proposed answers, using t = 1 hour and t= 2 hours, and then see if the loss values w make sense in each case.
You do know that when t=1, the loss is w=5 and when t=2 the loss would be w=10. You even know that if t=0, w=0 (no loss in zero hours). This will enable you to find the correct answers, A, B or C.
