A more perfect statement (includes cases of vertical lines, which have undefined slope) is
 
two lines are parallel if they have identical slopes (including 'undefined')
 
two lines are perpendicular if both have a defined slope and their product equals -1, or if one line is horizontal and the other is vertical.
