The disputes between the two leaders make the news, but the very intense political divisions (in North Korea it is intense hatred) go back generations. As a result, North Korean children are indoctrinated from a very early age to hate the U.S. and to worship their leader (third generation dictator). Communication with the outside world is restricted. Free Americans have a difficult time understanding a dictatorship like North Korea (we don't consider their actions to be rational).
The statement from North Korea is that they need nuclear weapons to defend themselves from the aggression they face from South Korea and the U.S. (in the form of economic sanctions and military buildup and drills). For a poor analogy, consider approaching a wounded tiger after you have shot it; will it be friendly?
The Security Council is part of the United Nations, established after World War II, very simply put, "To avoid World War III."
Nuclear weapons are very different from other types of weapons (except, maybe, nerve gas). Innocent lives would be lost, nature is ruined for decades, a small incident results in a huge retaliation, and .. everyone will lose.
