To start we use the form of the equation for what we are given in the problem , this problem tells us point & slope. Therefore we want to use point slope form. However, given that we are told the slope of the line is = 0, that tells us that the line does not rise ( either up or down ), so it is a horizontal line! Therefore, a horizontal line is always equal to y= (the y-coordinate of the point you are given)-----> y = 8 for this problem.
But, if you do not recognize this, we can always go from point-slope into slope intercept form as follows;
y - y1 = m ( x - x1) pt-slope ----> y - 8 = 0*(x - 5)
y - 8 = 0
+8 +8
y = 8 ----> slope-intercept form ( y = m*x + b )
