I am not sure how to solve this problem, all of a sudden we just started this topic and I am not all caught up with these kinds of problems.

This is question of inequality
number =n
product of 4 and a number n = n*4 =4n
Two less than the product of 4 and a number n = 4n-2
at most means <=
so we can write inequality
10 <4n-2 <=0
add 2 to all
10+2 < 4n-2+2 <=0+2
12 <4n <=2
divide by 4 to all
3 <n<=1/2
