You have 2 different numbers in the problem statement:  4.625 and 4.6625
 
I will work this for the first one. 
 
4.625 = 4 + 625/1000
 
You can simplify 625/1000:
 
625 = 54
1000 = 8 x 53
 
625/1000 = 54/(8 x 53) = 5/8
 
4.625 = 4 5/8
